Right now I'm at some college thing so I won't be able to pick any coral up till the 21st, and I'm looking at brain coral, favia, acan, or a scoly/chalice (a very rare and pretty one @ $150/eye). I will also be for sure picking up a fish since I will be ordering a 95G when I get back. My tank is a 3 month old 40g breeder and params are:
PH. 8.0. -Will bring up to ~8.4
    AMMONIA. 0.
    NITRITE. 0.
    NITRATE. 0.
    CALCIUM. 23 DROPS 460.
KG 12 DROPS 214 PPM. OR 12 DKH.
    PHOSPHATE. 0.0.
    Turn-over. 21x plus apx. 10x
Light getting quad 54w T5HO (about 5 watts per gallon)
For fish I'm waiting for them to get stock in the next few days, ideally I'll get a Yasha/Pistol pair or may try a small Kole/Yellow since I am 100%, for sure upgrading to a large RE tank. I know, but it's quite small and should be fine for awhile, I could have the LFS hold him if its unhappy too. I really want one, but can see the cons (mainly for the fish) but I'm willing to try since my system has gone 3 months cycle free, I have a large skimmer, replaced canister media with carbon, and aquascaped with swim room in mind.

What can/should I get? I have about a $200 budget and mainly looking for the more exotic//colorful.

I would start with the brain corals both open and closed and acans before going to chalices.

How long before you upgrade to the 95?

Between 1 and 4 months depending on what I spend on corals/fish and since I might only get a brain and maybe another coral, I'd say on the lower end of that.. Chalices are SPS right?

Chalice are LPS and generally like low to medium light. They seem to be a little more difficult than the other LPS you listed. You will want to mount your T5HO fixture about 1 foot above the tank to keep your LPS from fading due to the powerful lighting. Chalice also seem to be very slow growers.

ok, I'm not 100% on what it was, but it appeared to be a mostly red chalice with random green blotches, not like a doughnut though. And when you say slow, how slow? Like 3 inches a year?

Chalice maybe 1/2" to 1" per year depending on your tank and lighting.

The key with SPS is parameter stability. You will need dose Ca, alk and Mg when you start getting into SPS. You should get a Mg test kit and get your Mg between the range of 1250ppm and 1350ppm before getting a SPS coral. LPS you can keep the parameters pretty stable with just water changes.

So until you can keep your params stable I would say hold off on getting SPS coral. Montis are good starter SPS coral.

I already dose, I only water change if I have nitrates. I have been keeping mag cal and alk stable for the past few weeks since I bought a trumpet. The only thing I'm missing is a refractometer, and I take my water to the lfs to check during top offs.
