the general rule for new saltwater is to wait 24 hours, but......i find that i dont have any issues after letting it mix for an hour or two. Especially in emergencies.

You could run some chemipure, but I think the issue with your dead or dying fish was due to oxygen in the water, now that its back on it shouldn't be an issue.

Only 7 hours? Man that sucks, you need an apex or something that sends a message to your phone when the power is out(provided you have a backup power supply)

so, with teh chiller on a different circuit, does it have its own pump? if so, was that not circulating? if it didnt have its own pump, was water moving thru it at all? if not, check it over good.

If it were me, I would start water changing as soon as you could to avoid the tank getting any worse. just so it is not extremely cloudy, swap it out asap. This qualifies as an emergency. if not, then yea wait for the water a bit.
