    That bottom drain doesn't go into the overflow. There's a wall that is about 1/4" thick. Most of the water from the top drain goes into the overflow. However, a little water drops into this 1/4" wall and comes out those bottom grates. This provides a little more flow at the bottom of the tank and also helps off-gas CO2.
