is purple tech capable of stabilizing your calcium and magnesium to solid levels in your reef?

It does. The only problem with a product such as this is there are other trace elements in it as well which may or may not be depleted as fast as the things you are trying to raise. I never dose anything in my tank that I can't test for. Trace elements are best replaced by water changes.IMO
You would be better off using Calcium and Magnesium to raise the levels so you can be sure you are not raising the levels of other elements in the process.8)

+1 to what Vinny said and also if you're dosing/testing those two(mag and calcium),you will need to keep an eye on your alk levels as well to keep everything balanced.
