So where exactly is the gluing of PVC to acrylic going to be?

Not to be a downer, but IMHO those tanks aren't adequate enough for a 75. How are you going to fit everything in there?

The 10 is big enough for a fuge. But IMHO if your going to spend the time, effort, and money to do a sump/fuge, do it the right way and stick a 40 breeder under there so you can move all your equipment down below. Or at least a 20 long.
And what exactly is the gluing between PVC and acrylic? Where and why is that taking place?
Oh, and IMHO = In my humble opinion ;)

perhaps i mis spoke calling what im doing a sump/fuge maybe it should be called just a fuge. and i am using the PVC to connect the two tanks together. using the smaller one as the return. i plan to cut a hole in the side of each tank and overflow the fuge into the return tank. i will try to post a drawing of my idea.

Why not just drill the acrylic tanks and use standard bulkheads and PVC to connect them. I wouldn't recommend it the way you're planning it out.
