Does the makeup water that goes into your tank after a WC have to have the same ph, salinity, and temp as your tank water exactly?

Not exactly, but as close as possible. It does rain on the reefs so the live stock will tolerate some swings. The larger the water change the closer it should be though.

I have never worried about this myself. I probably should though honestly.

so as long as ph is within .1 i should be ok? im going to make the salt the exact same as the DT. as for temp... ill be adding water to the tank 1 cup at a time so it should be ok.

If its a gradual top off its not a big deal but if its water changes or larger additions then you need to match as closely as practical. The pH of RO/DI cannot be accurately measured but will quickly take on the characteristics of the tank water so for top off is not critical. If its new saltwater though you want to be close on the ph as well as the temp and salinity. The smaller the tank the more important this is since it can create huge swings versus a larger system with plenty of volume to counteract the changes.
