Unless you are planning on constantly keeping fish in there I dont see much of a reason to cycle it. You will be doing water changes constantly and if it is a new fish probably with water from your DT so there isnt any aclimation issues. These changes should keep the water nice and clean.

If you want you could hang a small over the back filter on your DT when your quarentine isnt in use. When you need to set the QT up just move the filter to the quarentine tank. I wouldnt move it back without thoroughly disinfecting the filter or possibly replacing the filter pads.

I use a 25 gallon rubbermaid container, it was way cheaper than a tank, especially since i don't use it often.

i just threw together a quick QT actually last night for my hippo, but havent put him in yet. 10g tank with a hang on filter for a 20 - 40g tank, heater, and was going to throw in some cured live rock for the cycle. Would this be sufficient? does hyposalinity affect the live rock?

I believe hyposalinity would cause some die off from your live rock and create a mini-cycle. If you think you're going to dose your QT with meds I would remove the live rock. It will absorb the medication.
