I was going through fish on liveaquaria and i just browesed through their tangs, and saw that the Yellow Belly Regal Blue Tang only gets to 5" which isin't to big. With a fish this size why would it need a 70+ gallon tank like liveaquaria suggests? Would this possibly work in a 36 inch long tank, which is my 46 bowfront. The fish that i plan to have are my 2 b & w clowns, red velvet fairy wrasse, and midas blenny. With this tang being small would this possibly work?

The issue with tangs is not really water volume requirements, but space requirements. They are some of the most active fish and need a lot of swimming room to be happy.

You Could always just go to your LFS and see if they have any baby tangs and once it gets too big trade it in.

I am going to have that problem with my Naso. I love that fish and have wanted on since I got my tank. My LFS had a small one (~3 in.) so I bought it. I love watching that fish swim. When I post that I have a Naso in a 46 G everyone says "find a home for it, it will get too big for your tank quickly", but everything I read elsewhere say this thing will grow about an inch a year...so I will have it for a while I guess. I do not have the option for buying a larger tank either, so I am going to stick it out with that guy until I do need to find it a new home....enjoy while I can.
