I have a similar sized tank (26gal) and posted a thread also wondering what the best amounts were and you will get vast very different opinions.

I think the biggest thing to worry about in tanks as small as ours is aggression. If two fish don't like each other, there are less places to hide and less places to claim as his/her own.

After everyone was added, I ended up with 2 ocellaris clowns, 1 cherub angel, 1 fire fish, and a scooter blenny (wife wanted to add this one). Since day one I've never had issues with aggression and they all seem to get along really well. They usually all swim together and hang out around the same spot in the tank when they're all being "active."

I feel a little overstocked at five, but all of them are doing well.

When looking at my stocking options, I just tried to find fish that were more community orientated and didn't get larger than 3 inches.

At the moment I have 4 in my 26. Patiently waiting on #5 :) Things I considered when choosing my fish. Swimming range, temperament and max size to me are the most important. Oh and are they reef safe. My stock: Tangroa goby/Randall pistol shrimp-Orange Fire Fish-Yellowtail Fang Blenny and Cujo the Occy clown. My fifth will be a White Banded Possum Wrasse when one becomes available. About a total of 10-11" of fish. The only one who's swims around a lot is the Blenny. The clown stays pretty much near her acan coral she hosts. The goby doesn't venture far from her burrow and the FF comes out to eat with the others, she's a scardy cat :)

That may be a few to many fish. The main problem that these is with saltwater compared to freshwater is dissolved oxygen. That is one of the main reasons why you keep as fish in the same volume of water as you can in freshwater. Freshwater is able to sustain more dissolved oxygen, so you can keep more fish. The other problem as stated above is the aggression problem. Your green chromis's are schooling fish, but also in a small area they will go through a pecking order and only the fittest will survive.

+1 to many 3+" size fish. Not enough oxygen to support them.
