Random Surfing Leads To Unusual Things

So I'm surfing the web and through the usual series of clicks off the beaten path I arrive at this:

Here's the thing--I'd like to challenge anyone to tell us all why this woman is significant. It's terribly paradoxical. I'll give you all one hint: 1973.

I suppose someone might recognize her, if not, a guess would be like a finding a needle in a haystack.
