ok I purchased a candy cane frag today. The problem is it is epoxied to a tee shaped stone. Can I cut it off that with a blade and use epoxy to place it on a rock? It is so close on the stone that it has me concerned about that.

Yes you can cut it off the existing frag plug that it came on if you want. You may want to leave it for a few days to let it get used to your system though before cutting it off and remounting it. Sometimes it's easier said than done sawing a frag off and mounting it somewhere else.
Although there is something to be said for potential cross-contamination (of pests that can hitchhike in on plugs) that is possible with the actual plug being moved from system to system, but I think that takes a good bit of understanding of each coral and what potential pests can be brought in on the frag plug etc.

It's also a good idea in some systems, depending on the lighting, if you have a quarantine tank etc, to just stick the frag on the sand for a few days to let it get used to the new system and then when it's fully acclimated and puffed up and feeling comfortable again then go in and remount it.

Make sure you have a good spot for it where it's lighting/flow/feeding needs are going to be met.

If you have a dremil you can cut the plug away from it leaving just a small part of the plug and then glue it down somewhere. You can take a razor and slice it off even with the plug but I lost frags doing that. I have never worked with candy before so I dont know if you can glue the actual cane or if it better to dremil the plug down a bit qnd glue it.

I hate when growers put things on plugs like that. I take pliers and break off the end.
