Tangster you are right it is not required by law. (I checked)
I work on marine windshields and have never seen a piece that is tempered without one.
They usually put it on as a norm but you can request it not be put on for table tops or for windows as the customer might not want to see it. They might not put them on fish tanks because you can see them.

almost all 55 are tempered bottom only I have 5 holes driiled in the back of one of mine you can always drill in the lower corners and make overflows it works well I have a closed loop running through the other holes. works very well probably the cleanest tank I have.

He said Marine windshields Boat and that sort of stuff and the DOT regulates them. That was not always the way it was until the mid 60's they used acrylic that would fog and fade and even simple old window glass .. Like with the sliding glass house doors there was a time people where bleeding to death when they would walk or run into or through one.. Then they through the building codes required all building glass that was with in 18 inches of a floor to be tempered.. Like with all new storm doors and windows . My Niece ran threw a stormdoor when she was like 3 or 4 Lucly she did not get that severaly cut..But many did.

Most all bottom on any type are tempered only ones I knew f that where not where the Oceanic and they had to be ordered special thats why we used them at first in the early 80's for reef tanks you could drill them.. O'Dell and Perfecto where all a gamble..But I prefer a tempered bottom there is a lot of weight on that panel..
