    okay i need some help!
i have a 90 gallon saltwatwater community tank

i cant seem to get theright amount of water returning to my 90 gallon, it's either too much or too less,
the water entering the sump/refugium is gravity fed and the water returned is pumped!

Use a ball valve to control the flow returning to the tank.

Buy one at Home Depot. Put in-line between the return from the pump to the display tank. Adjust until the pump keeps pace with the flow into the sump.

Does it have an overflow box hanging on it or is the glass drilled?

that is why you are not keeping a constiant level. yes you need and overflow box. make sure the rating on the box is close to the rating on the pump after the head flow

Don't worry too much if it's close, but just make sure it can handle more water then the pump. Ex. my return is a Rio2100, about 700 at 0" head, my over flow is an eshopps, at 800 gph. So in reality, I may only be getting 500gph out of my pump. But the way it works, as long as your over flow is greater, your pump won't run dry.
