I currently have a Rio 1100+ rated at 382 GPH for a 10 gallon. Nothing is in there right now, just testing for leaks. Is this too much flow? My other option is a stock pump from a Nano Cube 28.

depends on what you want to keep in there, and also how you direct this flow through the aquarium

its only just over 38 x tank volume per hour, but if it was a return pump and only has 1 outlet, you might find it would be to much water heading in a single direction

if you could split it between 2 outlets and then deflect the flow against the glass, rather than pointing it directly at anything , then IMO it would probably work for you

I agree above or another option is to add a ball valve on you return line and just close it until you get the flow your looking for. Make sure the valve is on the line going to the tank, not the line going to the pump!!!

My stock plans are to get some SPS like Birdsnest or Montis. As of now I know for sure that there will be a Torch, Zoas, and Acans that will be moved into the tank. I have a nozzle for the output and have it pointed up as far as it will go and towards the front glass and a bit to the side panel closest to it.
