Okay so im very new to this skimmer thing.

The rio nano skimmer on my tank was put into service the day i got the tank.
Til this day, no bubbles collected in the tube, nor water in the collection tank.
I decided to pull up the venturi tube this morning and see if bubbles would accumulate in the holding tank. They did. Now it seems that the water level is constantly rising to the top of the holding tank of the skimmer. Will the water overflow it? I keep emptying it every ten mins. haha

I am not enitrely sure on how this skimmer works.
    Any advice?

what you need to do is adjust the air tube so that the water is at the level the instructions call for your skimmer. mine I have it set so that the bubble level is about half way up the collection cup. your skimmer is different then mine but the instructions should tell you. can we have the model skimmer you are using? this will help us more

Try cleaning it with some vinegar, rise it and try again
If there is oil from molding the plastic it will keep it from skimming
