I've heard of people using strawberry baskets to protect the pile from potential diggers/scavengers.

i use a big pile of hermit shells, were in my main display but recently moved to fuge. and i have to say it works really well. any one having trouble keeping dragonetes i would def recommend this.

i would not add the shrimp, that would just add more decaying matter into your tank, food will settle into the shells on its own and they will quickly populate it. you want the pods to disperse at night and search for food to eat else were, you dont want to provide them a shrimp buffet.
