I am about to set up my first saltwater tank. Should I use dry rock or live rock?

I buy dry formerly live rock because it is much cheaper and then wait and let the tank fully cycle and cure. Secondly, I also buy a few pieces with some nice coraline to get the coraline going.

It really depends on how patient you are and how much coin you want to drop.

If you can find the mature live rocks (pest free) from fellow aquatics, go with live rocks. Otherwise, go with dry rocks with a few pieces of live rocks to seed. Most live rocks sold at lfs are over rated and usually expensive.

It is an 8 gallon biocube. I wanted it to put a pistol shrimp and a goby in it. Where should I buy the dry rock from?

For 8 gallon, you can find really good pieces of live rock from fellow aquatics near your area.
