safest way to set up new tank

    I want to close my 40g tank, too many nuance problems to solve before all my corals get killed by being in this tank. coral eating flatworms, aiptasia, hair algae plague, and vermetid snails that are growing on every inch of my rocks and threatening to kill my corals. I want to have a frag tank. I will throw away all my rocks and all my sand and sell off all my fish and buy a whole new, sterile tank. These problems are just too much for me right now. I don't want to get too far into my problems but lets just say I hate my tank right now and I don't want to keep spending money to combat problems that will never be 100% solved. Best just throw everything away and start new.

    So, how do I make a brand new, bare bottom tank that will have no live rock safe for corals? Does the tank have to be cycled to be safe for corals or will there be no problems since corals don't really produce waste? For a list of my corals just look at my sig.
