My salinity levels have dropped slowly in the tank and when I do my water changes I keep the salinity at the level that I want around 1.023-1.024, right now its at 1.021. How do I raise it without shocking everyone?

Use premade salt water as your top off water until the salinity is back to what you would like it to be.

I agree with Aaron. When my gets low I just add saltwater as my top off. Never had a problem. K+

Does your skimmer run wet? if you are dumping a lot of salt water when you empty your skimmer, you might need to start mixing your change water at a little higher salinity.

What size tank is this? Your salinity should not be lowering unless you are adding too much fw when you topoff. It should rise as the fw in your tank evaporates.

It does drop when I top off and i have had a lot of salt creep so I think thats where alot of it has come from, I have a 55 and I'm using a hydrometer until I get my tax return back.....yea i know not the most accurate but it is working for the time being. Thanks for the help!

When you top off, it should drop. You're diluting the salt into the new water.

I would consider that a skimmer will pull out salt water, and that salt creep to be your issues though. Occasionally everyone needs to add salt back in to the tank to account for at least the skimmer.
