I added my salt and a few weeks later my salt is accumulating on the outside top part of my tank, like on top of the glass and filters. is this normal, or is it a warning that i am doing something wrong. when i clean it up, does that salt buildup go back into the tank or what?

Perfectly normal. What you are describing is called salt creep, salt will accumulate on the outside of your tank from time to time. I have found if you have alot of evaporation through the top of your tank you will get alot of salt creep. As for cleaning it fresh water will work fine, and no worries if some falls back into your tank.

To add: The more salt creep you have, the faster it seams to accumulate. A quick wipe with a wet rag - say once every week - should make it pretty easy to keep your tank tidy.
