I been thinking about just taking all my sand out and starting with new sand. The tank has been up for a year now and its got issues with dino. Would it be ok to take it all out and just replace it? 38g btw

Not sure but you may go through a mini-cycle not to mention messing with sand beds can cause some toxicity issues. What is in the tank now (fish / corals)?

The problem with messing with an established sand bed is releasing all of the bacteria and toxins that are built up in it. I would advise against removing it. Why is it that you want to change the sand bed out? Is it because of your dino problem?
