I've had items arrive from HK almost two weeks after they ship. You have to allow for customs and other delays when importing.

Exactly. My pendants from another ebayey out of china took like 2 weeks to get here, but I received a tracking #, and my pendants were delivered by EMS, which is actually delivered by the USPS.

You definitely have nothing to worry about. If it comes thats great and if it doesn't then file a claim through paypal. They make it really easy to do and they provide a deadline to the seller so that if they don't volunteer to refund you what is owed they will withdraw it out of his paypal account. I had to do this a few times unfortunately but I was fully refunded each time!!

You're assuming that the seller has money in their PayPal account to withdraw. If you aren't already doing so, always pay through PayPal using a credit card. That way if/when a seller scams you, you can attempt to recover your funds through your credit card.

Actually, even if they don't have money in their account paypal will still withdraw it and the seller will have a negative balance.

So, how does the buyer (the scamee) get reimbursed? Does PayPal now shell out their own money or do they expect the scamee to get paid if/when the seller (the scammer) puts more money into their account (which will most likely NEVER happen).

Yep, that's been my experience as well. Bought a motorcycle jacket that the seller never sent. He said he already withdrew the money so good luck recovering it. Paypal fully refunded me after the claim process.

Interesting. That must be a new policy because I've never heard of PayPal reimbursing anybody out of their own pockets. I don't know how they could stay in business if that's what really happens (which I don't think is the case).
