Anyone know anything about the Sea Grass Wrasse
Will it eat cleaner shrimp or attack mandarins?

They are listed as semi aggresive. And yes would probably harass and possibly eat ornamental shrimp. Putting a wrasse in a tank with a mandarin is generally a bad idea because of the competition for food. Unless your mandy is eating prepared foods.

Thanks any ideas on a wrasse that does not eat shrimp but helps with pest control?

Melanurus and Leopard wrasses are two of my favorites, but there is never a guarantee that they won't eat small shrimp.

I had a Green Sea Grass Wrasse, and they are awesome fish. It was great in the FOWLR tank, but I don't think it would behave in a reef tank. They don't get that big, but they are related to the Dragon Wrasse and have a good set of teeth.

I've had both Melanurus and Leopard wrasses with the Mandarins. I believe that the wrasses ate the tiny size pods that the Mandarins ate, I agree that all of the fish mentioned need a larger tank to thrive.

I did have to remove the Leopard wrasse because it would attack the female Mandarin, and also became aggressive towards the Banggai's. Leopard's are normally peaceful, but this one was a little testy. Oddly, she never bothered the Seahorse or the Pipefish.

What size tank and other inhabitants do you have?

Just because this wrasse is not seen very often, here's a couple of pictures of the one I had.

He would chill with his head sticking out of the sand. The fist time I saw that, I thought he was dead, lol.

With that tank, I'd get a Leopard wrasse for sure, but that's just my preference.
If you don't have corals, and don't mind a little digging, the Green Grass wrasse may work.
