    C) What does this adjust and how do I adjust it? Should the elbow be under water?

A-it can be run externally or internally. B-the inlet you first pointed to is for your feed water. C- that is how you adjust the water level in the skimmer body. As you turn the tall pipe to the "closed" position slowly it will raise the water in the skimmer body. If you pull that pipe out and look at it has a tapered cut to it so as it is turned will let less and less water out of the drain outlet. Shoot me a pm if you have anymore questions. Good luck.

It looks like you have a recirculating skimmer therefor you have two inputs in the skimmer body. One will be the pump that has the venturi and draws the water from the skimmer bottum back in the the skimmer. Another pump will be in your sump and pumping the water in to the barbed nipple you have pointed out. Do you see any clues as to which model it is? This can help you determine what size feed pump you need.

It looks like an older version of this one:

Hopefully that can help you figure out how to use the skimmer without any issues.
