I have read that skimmers are frequently overrated, but do you by one based on total volume (Display, sump, and fuge) or just on display volume?

I think you might want to consider getting next size larger then one rated for your total water volumn.

Take a container and measure the total amount of water that you have form the return from your sump to the tank.. Catch it for 30 second or what ever then see how much water you have in the container then do the math for a true GPH rating. Then get a skimmer of known quality with a pump that is rated for as close to 25% more GPH then your true flow and you'll have the flow rate through your sump . And that needs to be atleats 4 X's and not more then 5 x's the tank total volume . Most way over size skimmers and the skimmer pumps and then they will be to first hobbyist to worry about the waters elements being depleted . Larger is not always better somtinmes less is more.

Better to take overall volume! I would also consider the population of fish, inverts and coral in the equasion as well! Better to run a higher efficiency skimmer rated for more gallons than your tank for better results regarding water quality!
