How big is the fuge? The chaeto will end up in one corner eventually unless there is alternate flow or enough turbulence to keep it moving around the fuge. As long there is good water flow through the unit, it should be sufficient as long as you turn it every so often to allow light penetrance equally, even without tumbling it will grow just fine as long as the nutrient level supports.

I put a small 404 in mine to try to keep flow up & cyano down. It doesn't tumble the chaeto, I still have to turn it. It just pins it to the wall (and it's on its lowest setting) or pushes into a corner.

My chaeto just got pinned up against the glass too, took the pump out and turn it myself once every 2 or 3 days.

A fuge is a "refuge" for pods to grow and supply an adequate population to feed the tank.... putting a blender in it and starting a fire hose is sort of counter productive.

there is no need for cheato to tumble. In order for it to float you need cyano to put a bunch of bubbles in it. My cheato had no cyano and it sank to the bottom.

Those that do get their cheato to tumble put the inflow of water don onto a piece of glass or plexi so it shoots across the surface of the water .... but you need a lot of flow to get that to work.

If your goal is to grow cheato then do what ever it takes to grow it well... as some suggest to do that it needs to tumble... If your goal is to have a thriving fuge and all that it brings with it as well as a place for macro to grow... no blenders.
