a 40 gallon tank would be great for a couple of clown fish and some other smaller fishes IME

Snowflake eels can reach almost 2ft long , and they grow quickly
so whilst you may be OK with a juvenile in the 40 - its not going to be a long term deal in that sized tank

they also have a healthy appetite and a tendency to hunt at night - your clowns probably would not last long IMO

You dont need to spend loads of money on a tank that will comfortably house a snowflake eel, a 55 gallon tank should be OK, and wouldn't cost much mire than the 30-40 you are planning. Just make sure you have a good tight lid, and any and all openings have a cover. A 12" snowflake can crawl through a 1/2" hole.
