In some states, it is considered harassment to pay amounts over certain dollar figures in pennies. Plus, unless you deliver it by hand, the postage on mailing pennies would be more cost that it would be worth.

The IRS are sticklers. The sate of WI owes my Dad like 13k, on taxes they charged him, then realized they miscalculated after he payed. It's been like 3 months since they noticed that and he still has yet to receive his money. Nice huh?

I was audited after my tax lady wound up in Federal prison. They went all the way back to 2002. For the balance I owed them, they factored in compounded interest & penalties. This was for Federal & State!!

    I'm done with 2002, 2003, 2004 (they haven't looked at 2005), 2006, 2007. Just gto through with 2008 & am working on 2009.

Pennies yes, but usually not nickels or dimes. And the post office flat rate boxes are a great way to ship heavy items. The down side is that most financial institutions have pretty high quality coin counting machines, so no one would really have to count the coins, just lug them around the office to the machine.

Other option would be if you have free checking pay them with like 40-50 checks of various amounts that add up to the right value. There's no quick way to process that many checks.... of course checks are not considered legal tender so a bank could refuse them as payment I think. And they probably would.

Also, aside from pissing off the IRS and getting an audit you'd probably be violating some kind of mail fraud laws....

still.... I think a box of assort coins and small bills would be a fun way to poke at the hornets nest.

As for foreign currency, probably not gonna work, again, it's not legal tender in the US.

+1 on small bills and change or many checks.

I work for a govt. tax department (No it isn't the IRS hate them guys :D) and the multiple checks thing is a bit of a pain but cash is worse. Mutiple checks are just a little more work....keeps us employed LOL.
