It sounds like diatoms to me. Can we get a picture of your sand?

Rocks are started to show signs of growth of "other" things :)

Diatoms, they'll die out. Common new tank issue.

    ok, thats a relief.

When whould I put a clean up crew in the tank ? does the clean up crew stay in there forever ?
Can i add 2 clown fish now ? in all honesty thats what I really want, is to have 2 clown fish.

Did you ever add something to cause the cycle to start and see ammonia and/or nitrite spike? If so, as long as ammonia and nitrite are zero you can put in a clean up crew. Yes, the clean up crew stays.

I would wait at least another month before adding fish, we didn't put fish in for 3 months and have had no problems since adding them. Depending on how much beneficial bacteria you have, adding a fish can cause a mini cycle (ammonia to spike again), which is why you add slowly with time in between (except in the case of a pair of clown, best to introduce those together and at a small size). Have you been adding food or anything to the tank since starting it up?

I am not in a rush to put anything in the tank, I would rather it was right, rather than quick.
