So recently i notice what seemed to be a bubble under the lens of my fishes eye which looks like it is filled with air....the eye itself is not bulging or discolored, it just looks like an air bubble is caught in the outer layer of the fishes eye lens....however today a second bubble just below the first one appeared

the fish is swimming normal and eating fine, sometimes seems a little annoyed and doesnt show rapid decline....this may be urgent but i am not positive since i have never dealt with it before and never even seen or heard about it either

cant tell because the lights are off now but it looks like a tiny dark pocket in the bubble with maybe blood in it?

^ I think you've got it right there. Your description made me think a gas bubble right away when I read it. Not much you can do really; it'll likely improve on it's own with good husbandry.

at night when he sleeps it looks like he has a hard time keeping neutal buoyancy, should i try and net him while he sleeping and drain the bubbles?

That's a risky endeavor. If you miss, you may cause permanent injury. Regardless, you may start an infection.

I had something with a wrasse about a year ago where it had what looked like a solid white bubble on one of it's eyes that it developed right after I acquired it. It acted normal, eyes seemed fine other than the bubble. It took about a month and it slowly went away.

I'd say keep your water clean, keep it fed, and be sure it's not being stressed and hope for the best.

Though, I will add, dating back to my days in freshwater, I've learned that the stress I add trying to fix a problem generally makes it worse. Instead I just focus on keeping everything clean and well fed and hope for the best.

a little blood in the bubble now, eye seems like its bulging a little too but mostly just the bubble....

I did a 5 gallon water change, changed out carbon/gfo, and reduced feeding amount

I wouldn's cut down on feeding drastically...you want that fish to eat to get better
