All fish are eventually jumpers if you leave it uncovered for long enough. I really enjoy blenny's and gobies as they are very docile and help out the tank.

I have a rainford goby and two flasher wrasses in my tank with my clown. They all get along fine. With only 20 gallons I'd say one male flasher not two.

There is always the possibility of fish jumping out of the tank. Have you considered making a DIY mesh top?

A Neon Goby would be fine if you have a top on the tank ;)

Cardinal fish? The Yellow ones are pretty neat looking.
