    How high is the water level in your sump when it is in operation? Pictures would help, but i would say get a bigger sump, unless space is an issue? A 55 gallon would be perfect, and you would have a lot more room for error.

    get a smaller return pump and pick up the water flow with power heads, the smaller return pump will keep the tanks water level lower because there will be less water in it. so when you power goes out your safe.
    But you may want a 30 or 40 gallon sump or you could drill more over flow holes to help keep the water level lower. I have had a similar problem on a 75 gallon tank and all 3 ways worked individually.
