what do you guys think about doing a 20 gallon long as my skimmer and return section, a 20 gallon high as my refuge, and a 20 gallon high for as much live rock as i can fit in it? these will be for my 135 gallon fowlr.

It depends on how big your skimmer is. If it's too big you will end up with a small return area, and on a tank that big, you could notice evaporation pretty quickly. I think a better idea would be to use the rock tank instead for the skimmer leaving an entire tank for the return. Having rock in your sump is an odd trend that is really pretty useless. If you have enough rock in the display you are really only creating a place that can easily have dead spots and accumulate nitrate causing detritus. Rock crammed sumps are simply wet/dry filters in disguise.
