Check out JB weld water weld at any home depot, lowes, etc.. Drinking water safe, and it works great.

For gluing inside the tank, I like the Loctite gel superglue in the plastic holders you can find at Lowes. It's really some of the thickest stuff, so it works better when applying underwater. I'll put a bit on the bottom of the frag, submerge, and go two hands in the tank. One will be to hold the frag in its spot, the other will be with the glue. I'll put the frag on the rock, and lift a tiny bit to fit the tip of the glue bottle under, then squeeze a lot to get enough in there to form a good bond, then I push down the frag and hold for a couple secs. The frags I do this way never come loose, and never have any extra glue around them. Quickly remove the bottle of glue from the water, wipe off the top, and squeeze out a small bit of glue (as a plug) so it doesn't harden and clog the tip on you.

For frags onto plugs, or anything else out of water, I'll use a bulk glue, like the boston aqua farms or bulk reef supply big super glue bottles. It doesn't dry as fast, and is runnier than the Loctite stuff (so it doesn't really work as well underwater, and always gets the bottle clogged if you try it), but is far cheaper.

Superglue is cyano acrylat, whatever brand name,
It doesnt harden till it's squeezed and are out of air.
Witch is the reason it doesn't harden in the bottle, and not on your finger... Ups squeezed it did you. Hardens in seconds ;)
So whatever is is called, look for contains: on the back label.

Now... Doctors use this for closing wounds, vets on dog paws when cutting nails to deep and we; for fastening corals above water... Perfect.
There is quite a strong fume and is the reason I would do it ABOVE water. But wouldn't hesitate to use.

It'll harden underwater too. Without affecting the tank, whatsoever.

But different glues are made very differently. Like I said, I have definite preferences for some over others for various reasons from the thickness of the glue, to the cure time, to the price.

Here's some examples of corals I glue da couple days ago both using the out of water method and runny glue:

And the underwater two hands method:

See how much cleaner the two hands method comes out? These are all very secure, but I've found it's really hard to get it secured well if it's done out of water and still keep it clean.
