Here is a trick I saw once
Take an overflow box and just don't use the U-tube
Then put your PS intake in the tank side of the overflow.......not knowing what type of PS you have you might need to be a bit creative to figure out how to get your PS intake to suck from the overflow....but that would fix your surface skimming....it might also increase your PS performance by mixing more air with the water
