    There is more problem with overdriving the bulbs (using substantially more energy than the bulbs were designed to use). If the wattages are close you should notice no difference. Overdriving shortens the life of the bulb.

    The issue here is more under driving bulbs by running 18w bulbs on a 14w ballast
