Is there a way that you can lower the water level in the skimmer?

Exactly what Luna said. Its not that there is too much bubbles, its that the water level is too high.

Depending on the skimmer, there are a few ways to lower the water level.
    1. Some skimmers have a riser tube, which is where the "exit" water flows out of. If you lower the riser tube, the water level in the skimmer will too.
    2. Some skimmer have a gate valve at that same exit, open the gate valve slowly until it reaches the level you want.
    3. Some skimmer also have an in-take air line with a small valve, either open it or close it.
    4. Some skimmers water supply pump have a control valve( a ball valve), close it up a little.

    Hope this helps.

You need to keep on playing with it. Try closing the air valve and opening the discharge valve.
