hey my salinity is at 1.026 and i need to top off. If i add fresh R/O water wont my salinity drop? Could i mix some salt into the top off water so i can keep a steady salinity?

No, you should only be topping of with fresh water, not salt. The salt does not evaporate, only the water does ;) So as the water evaporates, your salinity is actually going up.

assuming you are topping it off to the same level. If you add freshwater and raise your water level higher than it was before, it will drop the salt level.

the more you let it evaporate before you top off, the higher your salt concentration will go. And when you finally top off, it will lower back down.

This is what we call a "swing" and it can kill shrimp (you have a thread on that).
