    If you can, replace airline tubing and see if that fixes it. You might have a hole in that airline.

    I've already tried blowing air through the airline with the other side plugged and there doesn't seem to be any air leaking. Could it be anything else?

    The only other thing it could possibly be is the way you're putting it together. Please post pictures of your skimmer with the bottom taken off along with the top taken off. You might need to have someone hold a flashlight to get good pictures inside the skimmer.
