Yup, this is what you do.
Take out all of the bio balls and cut off the plastic underneath the input that makes the water fan out. Instead of a noisy trickle, we are going to make a diffuser out of 1 1/4" PVC. It can be the thin stuff or schedule 40. Put a cap on one end and cut it to the height from the bottom of the trickle chamber to about 1" inside the opening on the top. Now cut a 1 1/4" coupler into a little bushing or stop. This is going to stop the pipe from going up into the oping further than you want and pushing your input hose out spilling your tank water on the floor. Glue that back in with tank silicone. I also used a rubber O ring on the bottom to seal it underneath though it would work without (o-ring kit harbor freight). I used an elbow on the the one pictured and it surged. The last one I did with a cap and it worked better. When you get everything to fit, cut notches in the tube to diffuse the water. More than one or two slits above the water line will spell noise and bubble. Not enough near the surface, and your siphon won't start and it will surge. The picture with the acrylic top on the table saw is what you're looking for in diffuser. I hope I'm clear enough for ya. Let me know if you have any questions.
