UV problems

    Need some help. I have a Aquatop 400 canister filter with built in 9watt UV. Unit is 9 months old.
    UV build stopped working but canister still works. I go to replace the bulb and that doesn't work. Weird. But when I unplug the unit the UV bulb lights up for a split second. Sounds like it's electrical so open up top to check connections. Everything connected and right. Nothing loose or frayed.
    What else can it be? It's not getting power but lights up for a second when I unplug.
