Phosphates are the favorite food of algae... and the most common way they enter aquariums is flake food.
    1. RO/DI water
    2. Reduce food especially frozen and flakes
    3. Refugium
    4. Phos reactor
    5. Check old lights
Sounds like you got some of these covered.
What is your phos reading? Like tigermike mentions about nitrates it would be lower for phosphates if the algae is sucking it all up.
You may want to try this product:
    Blue Life Phosphate Control 1oz

    Nitrates
    1. Refugium
    2. Reduce feeding
    3. Proper sand and rock vacuuming
    4. Possibly get an absorbing product
    5. Nitrate coil
    6. Dump those bioballs and get some live rock.(get the rock established first)
    7. Keep sponges / socks clean
    8. Proper skimming
Sounds like you've got some of these covered but, I would go at them all full blast.

well everything in my once beautiful tank died but a couple corals and i had no fish for about 2 months just adde two small damsils and my lights are on for about 3 hours a day some days no lights at all i removed all sponges, today i just removed all blue balls put in dishwasher i will replace a few but i am going to put mostly live rock with a few blue balls.

i am going to put bigger air pump on my skimmer pump to force it to skimm more and use one of the refresh h20 bio media block on my tray instead of a sponge and i hope all this works cause if it does i will be bragging about this

    SORRY FOR LONG TONGUE
