My light just went out last night and the only thing that was available in my town was a reptile bulb that was rated at 10.0 UVB. Will this harm anything in my tank or will it help? I have a torch coral, ocellaris, 2 green chromis, coral banded shrimp, madarin goby, and a chocolate chip starfish.

If your tank is healthy and established I would just get a new fixture/bulb whatever ASAP. Most coral can go a day or two without lights no problem. I wouldn't risk it.

Probably, depends how far away from the light it is though. Torches don't need a lot but they do need some. :)
