So when doing a water change should i just pre mix buckets of water with the same salinity as the water in the tank? And for topping off the tank use fresh water right?

It is a dry heat, yeah right !
    Yes that is the basics.

You want to try to use RO/DI as your FW source.

Let the salt mix completely dissolve before adding it to the tank, this sometimes takes at least 24 hours or more. A power head in the container can help. Different salt mixes dissolve at different rates, but 24 is a safe margin.

I dunno about holding the water for a week I'd just wait a day or 2 before adding it to mix up a batch.. and its RO/DI and that means Reverse Osmosis - Deionization System - Water purification this unit when hooked up to your water system cleans your water of any junk and makes it aquarium safe for SW tanks.

I change out approximately 10% of the total water volume(display tank + sump) every other week.
