    Put his tank right next to the other tank. Then he can see all the other fish, and wont be so lonely. ;)

    think a 6 line wrasse would work out? they can be fairly aggressive and wost case the puffer has 0 chance of catching them anyway

    i dont know if this will work but my algae blenny isnt afraid to fight and beats up my blue damsel if it gets him mad there about 4 inches long so maybe they would work
