I would possibly recommend a skimmer, but it may be easier to do more frequent water changes than deal with the skimmer on that sized system. I think a place to run carbon is pretty much required, despite many being of the opposite persuasion.

I would use live rock and a HOB power filter- carbon and sponge only. IMO a skimmer would be a waste of money on a system that size. cheaper to change water.

I would use a canister filter. I ran an Eheim 2213 (89.99 at petsmart.com) on my 50G for about 6 months and never had a problem. Once a month I would change the fine filter pads and clean the course filter pads. The rest was filled with rubble. A well maintained canister filter works well on any tank. The problem is, most people don't maintain their filters properly.

1 fish and the amount of food used to feed the fish will be minimal. I wouldn't worry about a skimmer on it.

with such a small tank i would just run a normal power filter and o a nice water change every week maybe 3 gallons

I have a 10 gallon tank and I use a HOB filter that I put some BioMax ceramic rings into the cartridge. It seems to do the trick. I also change 1-2 gallons of water a week.;)

I had a 10 gallon nano tank up and running for the better part of 3 years. (I just broke it down to put into my 29.)

I had a red sea prizm pro skimmer on it, and an Aquaclear 70 (whatever the new codes are) that I turned into a DIY HOB fuge. And to suppliment the flow I put a Koralia nano PH on the back wall to push the fuge return

I ran great numbers on it constantly and did a usual top off with minimal minimal water changes, and never had a problem. It may seem like overkill but I had quite the ecosystem in there.

EDIT: I think taking the advice of changing 2-3 gallons a week from such a small tank you run the risk of throwing off your tanks balance.
