What else do I need to do?

    I have a new set up a 38g. IM tank and I have been letting it cycle for three weeks now two with only live sand and one with live sand and live rock. I was wondering if I need to dose it with anything before I get a new coral or fish for it? I have not have a lot of brown out only a little this far, the other question is any suggestions on fish or corals for such a small tank?

    No you don't need to dose anything, but you will want to make sure your cycle is complete by testing your water parameters with a testing kit. 3 weeks is not a lot of time for a cycle to complete-especially if you didn't have live rock for most of it.

    So what should my parameters be, if it is not done and if it is done?

    Your Ammonia and Nitrites should be at zero. Nitrates will likely show some.
