They are all the components of the light. Socket cord reflector and Ballast with out the housing. so you have to mount all the bits to make the light

This allows someone to customize the hood that goes over there tank

exactly what jason stated, everything that makes up what a light is except for the enclosure...it usually is what one would look into if you were trying to mount a light or gain more wattage into an existing hood or canopy. retro = retro-fit.....a kit usually costs a lot less as opposed to if you werre to purchase an all-in-one unit. that is of course depending upon the initial cost of the existing hood.
