Looks like diatoms. How old is your tank?

I think the cyano is back, it could be dinoflagellates also

The only way to get rid of nuisance algae, or cyano is to fix the underlying problem. If you used chemicals, such as chemiclean to kill off the cyano, for example, then the nutrients are all released into your system. So, odds are this will fuel some nuisance algae growth latter down the road.

I can't tell for sure what the new algae is.
    For cyano best method IME:
    1) Run GFO change out often.
    2) 15% per week water changes using RO/DI water.
    3) Run lots of carbon and change out weekly.
    4) Wet skim
    6) don't overfeed
    5) siphon out existing cyano, or increase flow to get into water column. Siphoning has less risk of spreading it though IMO.

For other algae, the requirements tend to be similar, but more emphasis on nitrates. Cyano's a little different, actually, you can sometimes eliminate cyano by dosing nitrates, as this will promote other algae which may outcome the cyano. This may or may not be desirable though.
