What exactly do powerheads do? And do I just go to the fish man to get one?

powerheads create flow, flow is almost everything in an aquarium, brings food and takes away waste, brings oxygen, and alot of other important things.

and about the anemone, your tank is WAY too new for one, i wouldnt add anymore corals in fact, you need to let it "age" a few months to a year if you want an anemone.

and yes the "fish man", if knowledgable and not trying to make a buck, should be able to help you. If you want to save money get a Korallia, there known for being some of the best powerheads out there

they give water movement and help with the circulation of still water keeping it's quality longer, pretty much like the ocean, the currents bring food to those inhabitants that can not move as fast from place to place, like filter feeders; clams, feather duster, etc

That is REALLY good to know. We wanted to dabble in corals and such so thank you for for the heads up before anything else fell victim to the "baby tank".

What would be a good gallon per hour rate be for a 40 gallon tank?

At least 20 times turnover rate (40g x 20 = 800 gph), so 2 Koralia #1's (400 gph each) would be good. Or even 2 #2's (600 gph each). I have a 38 with 2 #1's (800 gph total) and about 400 gph more (filter, skimmer, return pump from sump) for a total of about 1200 gph. Not even remotely close to being overkill.
